برنامه‌ریزی و آمایش راهبردهای تحقق شهر شبانه در کلان‌شهر مشهد با تأکید بر شاخص‌های سرزندگی شهری

چکیده

امروزه به دلیل پیچیدگی­های زندگی شهری و مشکلات روزمره شهرها از جمله: ترافیک و راه­بندان­ها، استفاده از زمان شب به عنوان راهکاری جهت گذران اوقات فراغت و پاسخ به حضور و سرزندگی شهروندان پیشنهاد می‌گردد. هدف این پژوهش برنامه­ریزی و آمایش راهبردهای تحقق شهر شبانه در کلان­شهر مشهد با تأکید بر شاخص‌های سرزندگی شهری است. روش تحقیق استفاده شده در این پژوهش توصیفی-­تحلیلی است. در ابتدا مهم­ترین نقاط قوت، ضعف، فرصت و تهدید درخصوص سرزندگی شهری و شهر شبانه با استفاده از مصاحبه با30 نفر از مدیران و کارشناسان سازمان‌ها و نهادهای مرتبط با مباحث شهری به­دست آمد. سپس با استفاده از مدل SWOT و ANP در نرم­افزار Super Decision به ارزیابی و اولویت­بندی استراتژی‌های حاصله پرداخته شد. یافته‌های پژوهش نشان می­دهد که سه راهبرد: 1- آمایش و بهبود ارتقاء زیرساخت­های موجود در جهت ایجاد خدمات شهری 24 ساعته، 2- طراحی مناسب فضاهای شهری جهت ایجاد شهر ایمن در تمام ساعات شبانه روز به ویژه در محدوده مرکزی شهر 3- نورپردازی مناسب و هدفمند به همراه تزئین اماکن و مسیرهای پیاده­روی جهت حضور شبانه زائرین و مجاورین به عنوان اولویت­های اصلی جهت تحقق شهر شبانه در کلانشهر مشهد انتخاب شدند. باتوجه به امتیازهای نرمال شده، گزینه­های مربوط به راهبرد تدافعی درمجموع با امتیاز 0.377427 بیشترین امتیاز و گزینه‌های مربوط به راهبردهای محافظه‌کارانه، رقابتی و تهاجمی در رتبه‌های بعدی قرار دارند. نتایج این پژوهش بیانگر آن است که با توجه به ورود میلیونی سالیانه زائرین و حضور بیش از سه میلیون شهروند در این شهر و همچنین دارا بودن عملکردهای تجاری، تفریحی، مذهبی به ویژه حرم مطهر امام­رضا(ع) و سایر کاربری­های شهری، این شهر پتانسیل ایجاد شهر شبانه را دارد و پیشنهاد می­گردد با برنامه‌ریزی مناسب و نظام مدیریتی فعال توجه ویژه­ای به شاخص­های شهر شبانه به­خصوص سیستم حمل و نقلی شبانه­روزی و تأمین امنیت کافی و مناسب جهت حضورپذیری زائرین و مجاورین به­صورت تمام وقت فراهم گردد.

چکیده [English]

Today, due to the complexity of urban life and everyday problems of cities, including traffic and traffic jams, use of night time is suggested as a way of spending leisure time and responding to the presence and vitality of citizens; therefore, the purpose of this research was to plan and prepare strategies for realizing night city in Mashhad metropolis with an emphasis on urban vitality indicators. The research method used in this research was of descriptive-analytical type. At first, the most important strengths, weaknesses, opportunities and threats related to urban vitality and night city were obtained by completing the questionnaire by 30 managers and experts from organizations and institutions related to urban issues. Then, the strategies were evaluated and prioritized by using SWOT and ANP techniques in Super Decision software. The research findings indicated that the three following strategies were selected as the main priorities for the realization of night city in Mashhad metropolis: 1. Preparation and improvement of existing infrastructure to create 24-hour urban services; 2. Designing suitable urban spaces to create a safe city throughout the day, especially in the central area of the city; and 3. Appropriate and purposeful lighting, along with decorating places and walking paths for the night presence of pilgrims and people. The results of this research showed that, given the annual millionaire entry of pilgrims and the presence of more than three million citizens in the city as well as having commercial, recreational, and religious activities including the holy shrine of Imam Reza (AS) and other urban utilities, this city has the potential of creating a night city. If proper planning and active management system are implemented to create safe spaces and healthy activities in accordance with the needs and values of the community at night, the ground for the presence and vitality of the people in night city will be provided.
