شناخت و ارزیابی تأثیر مؤلفه‌های حکمروایی شهری از منظر رویکرد مدیریت دانش مطالعه‌ای در کلان‌شهر تبریز

چکیده

امروزه دانشی­سازی فرایند توسعه، رویکرد نوینی در دستیابی به مدیریت و برنامه­ریزی پایدار جهت خلق چشم­انداز پیشرفت در عرصه­های مکانی-فضایی به شمار می­رود. این­مهم در عصر اطلاعات به عنوان یکی از ملزومات اصلی دستیابی به پایداری در اشکال هدایتگری و تصمیم­سازی مورد تاکید قرار گرفته است. در این راستا هدف اصلی این پژوهش بررسی چگونگی تحقق حکمروایی شهری دانش­بنیان در کلان­شهر تبریز است که با دو هدف فرعی شناخت عامل­های اصلی دانشی کردن حکمروایی شهری و میزان تأثیر هریک از عامل­ها در تحقق این رویکرد دنبال شده است. در این­راستا، روش­شناسی پژوهش «توصیفی – تحلیلی» بوده که از روش پیمایشی به صورت ابزار پرسش­نامه برای گردآوری داده­ها استفاده شده است. جامعۀ آماری پژوهش، کارشناسان رشته­های مرتبط با امور شهری در دانشگاهها و شهرداری تبریز می باشند. جهت تحلیل داده­ها نیز متناسب با اهداف پژوهش از آزمون­های آماری تحلیل عاملی اکتشافی و رگرسیون خطی و لگاریتمی در قالب نرم­افزار AMOS و SPSS استفاده شده است. برابر با نتایج به­دست­آمده از تحلیل داده­های پژوهش، اول برمبنای تحلیل­عاملی متغیرهای 25گانۀ پژوهش و بر مبنای متغیرهای بارگذاری شده، 5 عامل توانمندسازی دانش مبنا با درصد واریانس 25/16، شفافیت دانش مبنا با درصد واریانس 91/13، خلاقیت دانش مبنا با درصد واریانس 29/12، یادگیری دانش مبنا با درصد واریانس 55/13و نوآوری دانش مبنا دانش مبنا با درصد واریانس 9/14و مجموع واریانس تجمعی 71/0 به عنوان شاخص­های اصلی حکمروایی شهری دانش بنیان در کلان­شهر تبریز شناسایی شدند. دوم با استفاده از رگرسیون خطی و لگاریتمی مشخص شد که "یادگیری دانش مبنا" با میزان 387/0 برای رگرسیون خطی و 325/0 برای رگرسیون لگاریتمی و" شفافیت دانش مبنا " با میزان 238/0 برای رگرسیون خطی و 242/0 برای رگرسیون لگاریتمی با به­دست آوردن بالاترین میزان همبستگی چندگانه  و سطح معناداری قابل قبول می­توانند بیشترین تاثیر را در دستیابی به حکمروایی شهری دانش­بنیان در شهر تبریز داشته باشد.

The main objective of the present study is to investigate the realization of knowledge-based urban governance in Tabriz metropolis which pursue with two sub-goals including: the recognition of the main factors of the knowledge-based urban governance approach and the effect of each factor on the realization of this approach. In this regard, the methodology of the study is "descriptive - analytic". For collecting data a survey method was used as a questionnaire tool. Our sample is experts in urban affair fields from Tabriz universities and municipality. To analyze the data in accordance with the research objectives, the statistical tests of exploratory factor analysis and linear and logarithmic regression were used in AMOS and SPSS software. According to the result of analysis, based on factor analysis of 25 variables, 5 factors including: Knowledge-based empowerment with a 16.25 variance percent, knowledge-based transparency with a 13.91 variance percent, knowledge-based creativity with a 12.29 variance percent, knowledge-based learning with a 13.55 variance percent and knowledge-based innovation with a 14.9 variance percent and total aggregate variance of 0.71 was identified as the main indicators of knowledge-based urban governance in Tabriz metropolis. On the other hand, using linear and logarithmic regression, it was determined that “knowledge-based learning” and “knowledge-based transparency ": by obtaining the highest degree of multiple correlation and acceptable level of significance, could have the greatest impact on achieving knowledge-based urban governance in Tabriz metropolis.by obtaining the highest degree of multiple correlation and acceptable level of significance, could have the greatest impact on achieving knowledge-based urban governance in Tabriz metropolis.
