بررسی تاثیر بازار زمین و عملکرد اقتصادی مسکن بر احساس امنیت سکنه در شهرهای جدید، نمونه موردی شهر جدید صدرا

چکیده

شهرهای جدید ایران با داشتن ضعف‌های زیاد در مراحل مختلف برنامه‌ریزی و اجرا، هرروزه سکنه‌ی خود را با چالش‌های بسیار روبرو می‌کنند؛ چالش‌هایی که در بیشتر موارد تبدیل به مشکل شده و زندگی را برای سکنه‌ی این شهرها دشوار کرده است. یکی از این مشکل‌ها پایین بودن احساس امنیت در بین سکنه‌ی این شهرها است. ازآن‌جهت که احساس امنیت بسترساز افزایش کیفیت زندگی است، نبود احساس امنیت نیز باعث کاهش کیفیت زندگی می‌شود، ضرورت بهبود شرایط زندگی برای سکنه‌ی شهرهای جدید، هدف این پژوهش را شکل می‌دهد. هدف این پژوهش بررسی تأثیر یکی از جنبه‌های اصلی اقتصاد شهری یعنی بازار زمین و عملکرد اقتصادی مسکن بر احساس امنیت سکنه در شهرهای جدید است. روش تحقیق مورداستفاده توصیفی است که ضمن به‌کارگیری اسناد و مدارک، از پرسشنامه نیز استفاده‌شده است. جامعه آماری موردبررسی شامل تمام سکنه‌ی 15 سال به بالای صدرا بود که بر طبق سرشماری عمومی نفوس و مسکن سال 1390 برابر بود با 29952 نفر و با استفاده از فرمول کوکران حجم نمونه برای مطالعه با احتساب 5 درصد خطا برابر با 380 نفر به دست آمد. نتیجه‌ی به‌دست‌آمده از پرسشنامه‌ها گویای این امر بود که عدم توجه و برنامه‌ریزی در رابطه با این بخش اقتصادی باعث شده سوداگران به سمت این شهر هجوم‌آورند و باوجود گذشت بیش از دو دهه از آغاز تأسیس این شهر ساخت‌وساز همچنان بسیار زیاد و پراکنده است که درنتیجه‌ی این شرایط، شهر به‌صورت کارگاه ساختمانی عظیمی درآمده است. این کارگاه عظیم با زمین‌های خالی بسیار، خیابان‌های خلوت، نبود احساس تعلق مناسب و وجود سکنه‌ی موقت مانند کارگران فصلی باعث کاهش احساس امنیت بین سکنه‌ی خود شده است.

New towns of Iran, with their numerous shortages in different stages of planning and performance, impose so many challenges to their residences; challenges which often change into problems and make their lives difficult. One of these problems is the low safety feeling among residences of these towns. Since safety feeling is the basis of increasing the quality of life, lack of it can reduce the quality of life. Necessity of improving living conditions for new towns’ residents forms this study. This study aims to survey land market and the economic performance of housing, one of the main aspects of urban economy, on the safety feeling of new towns’ residences. Research methodology of this study is descriptive in which questionnaires have been used in addition to the usage of documents. Statistical society includes Sadra’s residents above 15 that is 29952 persons due to the General Population and Housing Census of 2011. Sample size of the study which was obtained through Cochran formula, including the 5% error, is 380 persons. Questionnaires results indicates that planning deficits in this economic sector motivated the speculators to invade these towns. Despite the fact that this town has been established more than two decades ago, so many fragmented constructions transformed this town into a massive construction site. This massive construction site, along with vacant lands, quite streets, absence of sense of belonging, and presence of temporary residences like seasonal workers has increased the safety feeling among the residences. There is no doubt that this problem, if not be faced soon, will keep decreasing quality of life in Sadra.
