Basically culture of each community, identity and existence of society and the diversion of culture, though society from the economic, political, industrial and military is powerful, but is empty and hollow.<br /> No doubt all human doctrines and political systems, the Android development community have agreed to strive for excellence and do not want or can society and system of a fixed level of material and spiritual culture is stopped. The main objective of this study was to evaluate the development of the city based on 30 indicators of cultural Golestan in 1392, is. Applied research and in terms of methodology, is analytical. Information needed for research, through documentary and library have been obtained and analyzed data from Excel software and to rank the city of techniques MCDM VIKOR, SAW, TOPSIS and integrate the results with the technique Cup Land was used. Also the rate of Shannon entropy method is used. The study, based on 14 city Golestan province is the political-administrative divisions. The results of this study, according to Copeland method shows that the city was 28/14 percent, 42/71 percent and 28/14 percent had smoked in the category were deprived city. So most of the city's poor and half are in the city that shows the distribution of various indicators of development in the province, there are many inequalities.<br /> <br /> Keywords :The cultural, technical TOPSIS, VIKOR, cultural indicators, Golestan province.<br /> <br /> Keywords :The cultural, technical TOPSIS, VIKOR, cultural indicators, Golestan province. بی‌شک بالاترین و والاترین عنصری که در موجودیت هر جامعه دخالت اساسی دارد، فرهنگ آن جامعه است. اساسا فرهنگ هر جامعه، هویت و موجودیت آن جامعه را تشکیل می-دهد و با انحراف فرهنگ، هر چند جامعه از بعد‌های اقتصادی، سیاسی، صنعتی و نظامی قدرتمند و قوی باشد، اما پوچ و میان تهی است. همه مکاتب بشری و نظام‌های سیاسی، اندیشه توسعه را به عنوان تلاش برای تعالی جامعه پذیرفته‌اند و هیچ جامعه و نظامی نیست که بخواهد و یا بتواند از سطح معین و ثابتی از فرهنگ مادی و غیر مادی متوقف شود. هدف اصلی این پژوهش، ارزیابی میزان توسعه‌یافتگی شهرستان‌های استان گلستان بر مبنای 30 شاخص فرهنگی در سال 1392، می‌باشد. نوع تحقیق کاربردی و از لحاظ روش‌شناسی، توصیفی- تحلیلی محسوب می‌شود. اطلاعات مورد نیاز برای انجام پژوهش، از طریق مطالعات اسنادی و کتابخانه‌ای بدست آمده‌اند و برای تجزیه و تحلیل داده‌ها از نرم افزار آماری Excel و برای رتبه‌بندی شهرستان‌ از تکنیک‌های تصمیم‌گیری چندمعیاره VIKOR ، SAW ,TOPSISو ادغام نتایج با تکنیک کپ‌لند استفاده گردید. همچنین برای امتیازدهی از روش آنتروپی شانون استفاده شده است. جامعه آماری تحقیق، 14 شهرستان استان گلستان بر اساس آخرین تقسیمات سیاسی- اداری می‌باشد. نتایج حاصل از این پژوهش بر اساس تکنیک ادغام کپ‌لند نشان می‌دهد که ، 28/14 درصد شهرستان‌ها برخوردار، 42/71 درصد نیمه برخوردار و 28/14 درصد در رده شهرستان‌های محروم قرارگرفتند. بنابراین بیشتر شهرستان‌های استان در سطح شهرستان‌های نیمه‌برخوردار و محروم قرار گرفته‌اند که نشان می‌دهد در توزیع شاخص‌های مختلف توسعه در سطح استان نابرابری زیادی وجود دارد. https://gps.gu.ac.ir/article_70713_741a5b6ed383df37ba2e8e6489da2070.pdf
