Abstract
The present study aimed to investigate the geography of sports policy-making: the consequences of the transfer of sports venues (Article 5) in the context of the territorial planning of Khorasan Razavi Province. The present study is applied in terms of orientation and the data collection was qualitatively conducted with the Glaser approach. The statistical population of the present study was the heads of provincial and county boards, sports experts of the provincial Sports and Youth Department (legal experts and the deputy support officer of the Commission for the Implementation of Article (5)), provincial sports elites (sports elites are veterans who have had a history of responsibility in boards and renting sports venues), and members of the academic faculty of sports management in Khorasan Razavi Province. The sampling method was carried out using purposive and snowball sampling methods and the theoretical saturation index to sample the research population. In the present study, theoretical saturation was reached in 39 interviews and the number of sample subjects was 39 people. The data obtained from the interviews were analyzed through three stages of open, axial, and selective coding. Using open coding, the categories of the model were identified; then, in the axial coding stage, the link between these categories was determined in the form of a coding paradigm. Subsequently, in the selective coding stage, the components of the coding paradigm were described, the story was drawn, and the factors were explained. The results indicated that the existing damages of the transfer of sports venues on various aspects of sports included categories such as; financial damages, facility damages, ignorance damages, social damages, cultural damages, destruction and erosion damages, scientific damages, planning damages, management damages, educational damages, bureaucracy damages, human resources damages, and institutional damages.
