In today's urban society, the issue of transport and traffic plays a very important role in the quality and socio-economic structure of citizens and forms the basis of modern urban and human mobility. The present article is a descriptive-analytical method in terms of purpose and applied method. The method of data collection was library and field studies were conducted in a survey (interview and questionnaire). At first, the four factors of SWOT in relation to the research topic were collected through the questionnaire of religious tourists (sample size 300), citizens (sample size 350) and experts (sample size 40) and in the next step, the strategies derived from this analysis were prioritized by a group of 6 experts from the field of transport and traffic using the Network Analysis Model (ANP). The results of the research and output of the ANP model show that in the current situation, the aggressive strategy should be considered with the highest score and given priority. Among the various alternatives of the aggressive strategy, the SO2, SO1, and SO3 options have the highest score and, therefore, have a well-known priority. The SO2 strategy relates to a reduction in the dependence on a private vehicle by replacing public transport on a trip to the central core of Mashhad. SO1 strategy is to increase control and prevent the entry of unauthorized vehicles into the core of Mashhad with the regular implementation of the traffic plan. The SO3 strategy is related to the launch and operation of metro (lines 2, 3 and 4) for the transfer of citizens to the central core of Mashhad.
