چکیده

ضرورت طرح یک راه‌حل مناسب، جهت مقابله با پدیده گسترش بیرویه شهرها از یک طرف، و تغییر نگرش نحوه مداخله در بافت‌های درونی قدیمی و ناکارآمد ازطرف دیگر، سبب تکامل یافتن چارچوب‌های نظری این نحوه مداخله در بافت‌های شهری، با هدف استفاده هر چه بهتر از زمین‌های زیر توسعه شهری و حفظ هرچه بیشتر زمین‌های واجد ارزش غیر شهری گردیده است. شهرسازی نوین، توسعه پایدار، مدیریت رشد، رشد هوشمند و توسعه میان‌افزا، همگی مفاهیم و رویکردهای یک فلسفه فکری و نظری است که در تقابل با گسترش بی‌رویه شهری به صورت یک روند تکاملی مورد توجه قرار گرفته اند.
رشد بیرویه افقی کلانشهرهای کشور از جمله تهران، ضرورت اندیشیدن به راه‌حلی مناسب را نمایان می‌کند. در این ارتباط، هدف کلی این پژوهش امکانسنجی استفاده از پتانسیل توسعه میان‌افزا جهت بازتوسعه مراکز شهری در تقابل با رشد بیرویه کلانشهرهای ایران، می‌باشد. بدین منظور محدوده میدان تجریش، به عنوان یکی از مراکز اصلی شهرتهران، جهت ارزیابی شرایط بازتوسعه از نظرگاه رویکرد توسعه میان‌افزا، انتخاب گردید.
در این راستا، با برگزیدن روش تحقیق توصیفی تحلیلی، در ابتدا شاخص-های موردنظر توسعه میان‌افزا بازیابی شده، با استفاده از تکنیک تحلیل ظرفیت به عنوان پایه اصلی مدل تحلیلی پژوهش، ظرفیت‌های محدوده جهت بازتوسعه در چارچوب میان‌افزا شناسایی و تحلیل گردیده، شاخص‌ها با تکنیک دلفی و دوبه‌دویی و نرم افزار GIS ارزشگذاری و پهنه‌بندی فضایی گردیده‌است.
دستاورد اصلی پژوهش، استفاده از شاخص‌های بومی‌شده و کاربردی توسعه میان‌افزا درجهت یافتن اولویت‌های بازتوسعه، برای مراکز شهری و طرح‌ریزی کلی باتوجه یافته‌ها برای محدوده مورد مطالعه به عنوان نمونه می‌باشد.

چکیده [English]

The Necessity of preparing the appropriate solution to meet the challenge of sprawl on the one hand and attitude alteration in manner of intervention in old and deficient inner textures on the other hand, bring about evolution of visionary framework of this manner of urban the intervention with target of the better use of underdeveloped urban land and more preservation of precious suburban land. New urbanism, sustainability, growth management, smart growth and infill development, all are the thoughts and approaches of one visionary philosophy which have presented in a developmental process in contrasting with sprawl.
Uncontrolled growth of the metropolitan areas of the country, including Tehran, reveals the necessity of thinking to the appropriate solution. Concerning this, the main goal of this research is Feasibility of using infill development potential for urban redevelopment In contrast to sprawl of Iran metropolitan areas. For this purpose, Tajrish neighborhood as one of the main centers of Tehran was chosen to assess the redevelopment situation from the aspect of infill development.
Concerning this, by choosing descriptive-analytical research method, at first, the infill criteria are detected and by using development capacity analysis technique as the base of analytical research model, the area capacity in the way of redevelopment is identified and analyzed. And indexes was evaluated and overlaid by Delphi technique and GIS respectively.
The main achievement of the study is use of local and practical infill indicators in finding redevelopment priorities for urban centers and designing a plan considering the finding for the case study.
