English

The city, as an arena for the reproduction of unequal power relations, provides a substrate for the sedimentation of inequality in the urban fabric. District 4 of Tehran, owing to its transitional position between the affluent northern zones and the transforming east, is considered an ideal laboratory for investigating patterns of spatial-physical heterogeneity. The main objective of this study is to move beyond mere description and to analyze the mechanisms that generate heterogeneity at the neighborhood scale. By integrating the TOPSIS model for ranking neighborhoods with spatial statistical indicators, this study attempts to analyze the pattern of inequality not as a random phenomenon but as a product of the logic of urban space production in Tehran. This study was conducted using a descriptive-analytical approach and physical, demographic, and economic data at the level of 20 neighborhoods in District 4 of Tehran Municipality. The analyses show that Qasemabad and Shahrak-e Valiasr have the highest inequality index, whereas more peripheral neighborhoods have obtained lower rankings not because of advantage but because of their uniform poverty. In the statistical analysis, Moran’s I was calculated as 0.267. It is important to note that, given p = 0.069, this pattern is not significant at the 95% confidence level; however, at the 90% confidence level, there is evidence of a clustered structure in the distribution of inequality. Due to the limitations of Moran’s analyses, Getis-Ord Gi hot spot analysis was used, which identifies the Majidabad neighborhood as a critical hot spot at the 95% confidence level. The findings confirm that heterogeneity in District 4 is a product of uneven development. It is recommended that urban management, instead of adopting uniform policies, employ differentiated interventions (infrastructure distribution in cold spots and development synergy in hot spots) to prevent the reproduction of spatial poverty.
