برنامه‌ریزی محله‌محور و بازآفرینی پایدار بافت‌های فرسوده شهری با تاکید بر سرمایه اجتماعی (نمونه موردی: محله جولان شهر همدان)

چکیده

عوارض و مشکلات نواحی فرسوده شهری، بنا به سرشت خود چندوجهی و چند بعدی هستند و در هر مورد به شکل خاصی بروز می-نماید. از عمده‌ترین رویکردها در زمینه پایداری، احیای بافت‌های شهری و تأکید بر رویکرد بازآفرینی است. مقاله حاضر باهدف تحقق برنامه‌ریزی محله‌محور و بازآفرینی محلات فرسوده شهری با تاکید بر سرمایه اجتماعی محلات و پاسخ-گویی به سوال اصلی پژوهش می‌باشد که؛ به چه طریقی می‌توان رویکرد مداخله‌ای مناسب در راستای پایدارسازی بافت فرسوده محله جولان شهر همدان را فراهم کرد؟ در پژوهش حاضر برای دستیابی به هدف پژوهش، با روش تحلیلی ـ توصیفی و براساس مطالعات صورت گرفته از طریق برداشت‌های میدانی، اسناد فرادست و مصاحبه با ساکنین و پرسشنامه؛ با بهره‌مندی از آزمون‌های آماری اسپیرمن و رگرسیون چندمتغیره و روش تحلیل SWOT ضمن احصاء چالش‌ها، نقاط ضعف، فرصت‌ها و نقاط قوت مزبور و براساس متغیرهای اثر‌گذار بر پایداری در ابعاد اجتماعی، اقتصادی، کالبدی و زیست محیطی و همچنین متغیرهای مربوط به سرمایه اجتماعی سعی شده است چگونگی بازآفرینی پایدار محله جولان همدان را در قالب برنامه‌ای جامع و یکپارچه ارائه نماید. نتایج تحقیق حاکی ازآن است که اگر رویکرد به بازآفرینی؛ اجتماع مدار، یکپارچه، جامع و استراتژیک باشد و در جهت فرهنگ-سازی، ظرفیت‌سازی، نهادسازی و ابزارسازی باشد و از طریق آموزش، اطلاع‌رسانی، مستندسازی، ترویج، برنامه‌ریزی و تهیه طرح، بستر لازم برای تحقق برنامه‌های بازآفرینی پایدار را در محله جولان همدان با حضور حداکثری مردم فراهم می‌نماید؛ آنگاه به خودی خود رویکرد بازآفرینی پایدار حاصل خواهد شد.

According to statistics, nearly half of the world population living in urban areas are expected to increase in the coming decades as well. One of the main approaches in the field of sustainability, urban revival and renewal approach is stressed. The approach of reconstruction, rehabilitation, modernization and redevelopment of urban renewal and regeneration evolved in this way, regardless of the area of the body, according to field observations emphasize the social, economic, cultural and art has experienced. This urban renewal urbanism as an action within the tissue can have a variety of dimensions and directions. The present study aimed to achieve community -based planning and urban renewal of old neighborhoods with an emphasis on the social capital of communities and respond to the question is, That, in what could be an appropriate approach to intervention in the old neighborhood stabilization of the Golan Hamedan provided ? In this study, for the purpose of research, using descriptive analysis and studies were carried out through field visits and interviews with residents, and surveys national documents, With the benefit of Spearman and multivariable regression tests and SWOT analysis also recognized the challenges, weaknesses, opportunities and strengths. And on the variables affecting the stability of the social, economic , physical and environmental, as well as variables related to social capital have tried to recreate how stable the Golan neighborhood Hamedan provide a comprehensive and integrated program, that If the approach to regeneration, community -based, integrated, comprehensive and strategic, then reinvented itself sustainable approach will be achieved
