Waste collection, disposal, recycling and waste management in Iran is of a different nature compared to other countries of the world regarding the type and quality, and the use of any method and technology will not be possible without knowing the materials and compatibility of local factors, especially the issue of citizens' participation. The current research has addressed this issue with an explanatory approach. In this regard, 24 items were completed in the form of a questionnaire of 385 citizens in 10 districts of Tabriz municipality according to the population share. The results showed that the score obtained in the Likert scale is equal to 3.08. The highest averages for regions 1, 2, 9, and 5 are 3.15, 3.13, 3.12, and 3.11, respectively, and the lowest for region 4 is 3.03. Despite the obtained results, due to the low averages obtained, there is a possibility of instability. By extracting 44 factors, by applying the opinions of 50 experts to determine the importance of factors and by using the interaction/structural effects analysis method in Mic McFuzzy software, the relationships between them were explained. The results showed that the most effective direct factors include social capacity building, active participation of stakeholders, social trust, social capital, civil society institutions and organizations (CSO), establishing interaction between the participant and the participant, training the rights and duties of citizenship and NGOs. And its role is The obtained factors show the role of social factors, cultural infrastructure and in general bottom-up planning, which have been associated with positive feedback and successful experiences all over the world in recent years.
